House Bill 1085, sponsored by Rep. Jesse Petrea (R-Savannah), makes Georgia’s existing Jobs and Investment Tax Credits transferable for forestry manufacturers.

Why it matters: Recent major forest product mill closures have deeply impacted Georgians who rely on healthy forest markets. Transferable tax credits for a defined period will help drive faster reinvestment in new forestry markets across our state. Allowing forestry manufacturers to immediately monetize existing tax credits is critical to attracting new investment and strengthening long-term markets and the communities that rely on them.

How House Bill 1085 Works:

  • One-time transfer: Eligible manufacturers can transfer earned credits to another Georgia taxpayer, monetizing them immediately rather than carrying them against future income tax liability.
  • Eligibility: Defined by NAICS code — if a business uses wood to produce a product, it qualifies.
  • Five-year sunset: Transferability expires after five years, with annual reporting requirements. This is a temporary, targeted window designed to accelerate investment.
  • No new credits: The bill modernizes how existing credits function — it does not create new incentives.
